UK Deepens Reliance on Musk’s SpaceX, Spending Nearly $40 Million on Satellite Services
Britain has spent close to $40 million on satellite services from Elon Musk’s SpaceX, according to figures disclosed to Reuters through a freedom of information request, a disclosure that makes the UK the first country outside the United States to publicly confirm it has adopted Starshield, SpaceX’s military and intelligence-grade satellite service. The revelation lands at a delicate moment, with European governments increasingly nervous about how much of their security infrastructure now runs through a single American company.
According to the figures released to Reuters, the UK’s Ministry of Defence has spent roughly £13 million, or about $17.6 million, on Starshield, covering both terminal hardware and airtime, alongside a further £16.5 million on standard Starlink service. Together, that puts total UK government spending with SpaceX at just under $40 million. The ministry currently operates about 1,000 Starshield terminals and 500 Starlink terminals, a scale that reflects how deeply satellite connectivity has become embedded in day-to-day military communications rather than remaining a niche backup system.
The distinction between the two services matters here. Starlink was built for consumer and commercial customers, the same satellite internet service that’s become a household name for rural broadband and, more recently, in-flight Wi-Fi. Starshield, by contrast, is SpaceX’s purpose-built offering for government and national security clients, adding stronger encryption and prioritized network access designed for military use. Britain’s shift toward Starshield followed SpaceX’s own decision to restrict standard Starlink from being used for active military operations, effectively pushing government customers who need operational, mission-critical connectivity toward the pricier, defense-specific tier instead. According to pricing details included in the disclosure, Starshield plans in the UK run £5,500 a month for 5 terabytes of data, or £25,000 a month for unlimited data, a cost structure that underscores just how much more expensive military-grade satellite access is compared to consumer Starlink subscriptions.
This isn’t a decision made in isolation. Britain first began routing military traffic through Starshield back in June, making it one of the earliest non-US nations to do so, a move that delivered real coverage and capability but came bundled with an uncomfortable trade-off: dependence on a single American commercial operator for a capability increasingly treated as critical national infrastructure. That tension has only grown more pronounced since Russia’s invasion of Ukraine demonstrated, starkly and publicly, how much influence a private satellite company can have over the course of a conflict simply through decisions about where and when its network stays switched on.
Concerns along these lines aren’t limited to defense planners either. A House of Lords committee report published earlier this year warned that the UK needed to urgently reduce its reliance on SpaceX, cautioning that Musk’s dominant position across both launch services and satellite communications could eventually let him crowd out competitors or, more worryingly, use that leverage to politicize access to a service Britain increasingly depends on. The peers’ report called for a range of countermeasures, including doubling government spending on the space sector from £640 million to £1.2 billion, appointing a dedicated minister for space, potentially rejoining the EU’s Galileo satellite navigation program, and building out domestic launch capacity so the UK isn’t solely reliant on American infrastructure to get its own satellites into orbit. Notably, Britain hasn’t launched its own satellites domestically since 1971, a gap the government has been trying to close through projects like the SaxaVord Spaceport currently under construction in Shetland.
The government’s own response has been to lean into a broader, long-term space strategy rather than an abrupt pivot away from SpaceX. Just two days before this spending disclosure, the UK unveiled a £7.8 billion space plan running through 2030, replacing the previous national space strategy that dated back to 2021. That plan folds together economic, scientific, and defense priorities under a single roadmap, with dedicated funding for satellite communications, in-orbit servicing and manufacturing, and space domain awareness, the ability to detect and track threats, collisions, and hostile activity in orbit before they disrupt the services millions of people rely on. A separate £62 million funding round announced earlier this year specifically targets building up the UK’s domestic satellite supply chain, an acknowledgment that even a homegrown satellite constellation currently still depends on foreign-made terminal hardware, since every Starlink and OneWeb terminal in UK service today is manufactured outside the country.
Britain’s predicament here is, in many ways, a shared one across much of Europe right now. SpaceX’s satellite network offers capability that’s genuinely difficult and expensive to replicate quickly, and governments facing urgent connectivity needs, particularly for military communications where reliability can’t be compromised, have limited practical alternatives in the near term. That reality has pushed multiple European governments toward the same uncomfortable calculus Britain now finds itself navigating publicly: accept dependence on American commercial infrastructure now, while investing heavily in domestic and European alternatives that won’t be ready for years.
Whether that strategy pays off will depend heavily on factors well outside the UK’s direct control, including how SpaceX’s own pricing and service terms evolve, how quickly domestic launch and satellite manufacturing capacity can scale, and how broader US-Europe political relations hold up over the coming years. For now, the nearly $40 million figure disclosed this week offers a concrete, publicly documented snapshot of just how far that dependence has already progressed, even as British officials work simultaneously to reduce it.
