Starlink Supports Rural Communities in Bolivia With Satellite Internet Expansion Through Entel Partnership

Bolivia has become one of the latest countries in Latin America to lean on low-Earth orbit satellite technology to solve a connectivity problem that traditional infrastructure has struggled with for decades. Starlink, the satellite internet service operated by Elon Musk’s SpaceX, officially began operations across Bolivian territory earlier this year through a partnership with state-owned telecom operator Entel, and the rollout has since expanded into a broader national push to bring high-speed internet to schools, health centers and homes in some of the country’s most isolated regions.

President Rodrigo Paz announced the initiative directly, framing it as a step toward ensuring that geographical location no longer determines whether a Bolivian community has access to reliable internet. Bolivia’s terrain has long made that a genuinely difficult problem to solve through conventional means. The country’s rugged highlands, sprawling valleys and vast stretches of rural land make extending fiber-optic cable or building new cell towers both expensive and, in many areas, practically unfeasible. That combination has left large portions of the rural population dependent on slow, high-latency connections or no reliable internet access at all, a gap that satellite internet is specifically designed to close since it delivers connectivity directly from orbit without requiring ground-based cable networks to reach every community.

The government’s Minister of Public Works, Mauricio Zamora, described connectivity as having been consolidated as a basic service in Bolivia, positioning the Starlink rollout as infrastructure on par with electricity or water access rather than a discretionary technology upgrade. Under the arrangement, Entel is responsible for overseeing installation and coordination on the ground, while Starlink provides the underlying satellite network. The partnership is also being integrated with Bolivia’s existing Túpac Katari satellite and a new digital hub established in the city of El Alto, tying the international satellite provider’s infrastructure into the country’s broader national connectivity strategy rather than operating as a standalone service layered on top of it.

The scale of the planned rollout is substantial. Bolivia’s government has said it will install more than 5,000 Starlink antennas in previously unconnected areas over the coming months as part of a program called Connected Classroom, initially targeting rural and semi-urban schools across the departments of La Paz, Cochabamba and Santa Cruz. Entel will manage the installation process, with officials stating the goal is to achieve nationwide coverage by the end of the rollout period. Early results from the program suggest the impact is already reaching students directly. Starlink said its service has connected more than 1,000 people, including students and teachers, across 14 schools in Bolivia, giving them access to reliable high-speed internet for the first time. The company has framed the initiative as a way to help build digital literacy and technology skills in communities where dependable internet access had previously been out of reach, though it has not disclosed the specific locations of the participating schools.

Pricing for the residential service has been set with affordability in mind, at least relative to the cost of the underlying technology. Bolivian authorities have detailed a monthly fee of approximately 460 Bolivian bolivianos for the residential Starlink service, in addition to a one-time equipment cost of around 2,200 bolivianos covering the antenna and power supply needed to operate it. Zamora has said the government’s intention is to keep pricing reasonable given how technologically advanced the service is, with the country’s telecommunications regulator, the ATT, tasked with ensuring rates stay within fair margins for the population.

Beyond education, officials and analysts tracking the rollout point to a wider set of potential benefits tied to closing Bolivia’s digital divide. Reliable internet access in rural areas is expected to support telehealth services, allowing healthcare providers in isolated communities to conduct remote consultations and access digital patient records without requiring patients to travel long distances to reach a clinic with adequate connectivity. Small businesses and independent entrepreneurs in previously disconnected towns are also positioned to benefit, gaining the ability to connect to e-commerce platforms, cloud-based tools and collaboration software that had simply been unavailable to them before satellite service arrived.

Bolivia’s approach reflects a broader pattern playing out across Latin America and other regions with significant rural populations, where governments are increasingly turning to satellite constellations to complement, rather than replace, existing fiber and mobile network investments. Extending traditional infrastructure into mountainous or sparsely populated regions often carries a cost per household that is difficult to justify economically, whereas satellite terminals can be deployed to individual schools, clinics or homes with comparatively little site-specific infrastructure work. That economic logic has made satellite internet an increasingly attractive option for countries balancing ambitious digital inclusion goals against limited public infrastructure budgets.

The Bolivian government has also expressed interest in exploring additional mechanisms to make satellite equipment more accessible to remote communities, signaling that the current rollout may be an early phase rather than the full scope of the country’s connectivity strategy. Whether the program reaches its stated goal of nationwide coverage will likely depend on how quickly Entel can manage installation logistics across Bolivia’s difficult terrain and how effectively pricing stays within reach for lower-income rural households, both of which remain open questions as the rollout continues through the rest of the year.
